Richard Mulligan is a strong advocate, writer, and public speaker for persons with developmental disabilities. His presentation, “The Devin Factor,” explores the dynamics of parenting a neurodiverse child, the challenges faced by adults with intellectual and developmental disabilities, and how this connects to inclusive, equitable, and sustainable economic development.
The source of inspiration for “The Devin Factor” is Richard’s oldest son. Diagnosed with failure to thrive at an early age, Devin went on to chart a lifelong journey filled with struggle, wounds and overwhelming physical, cognitive, and psychosocial challenges. His intellectual and developmental disabilities triggered a range of emotional responses within his family and across his personal network of co-workers and friends. Believing that “every adversity has the seed of an equivalent or greater benefit,” Richard and Devin demonstrate resilience on a scale that might otherwise paralyze lesser mortals (Hill & Stone, 1960/1977/1987, p. 7).
Mulligan places their shared experience in the broader context of people with developmental disabilities in America. He provides accurate, relevant and timely information about the population with disabilities — their housing and living conditions, education, employment, and related demographic data.
Framed against this backdrop, Richard brings inspiration and helps his audience connect the dots between adults with intellectual and developmental disabilities, employers, economic development, and nonprofit organizations. He makes a strong case for creating “one-on-one friendships, integrated employment, leadership development, and inclusive living for individuals with intellectual and developmental disabilities” (Best Buddies International, 2020).
